The way in which cost data are collected and interpreted depends on the budgeting approach employed by the project organization. There are two fundamental approaches to developing a project budget: top-down budgeting and bottom-up budgeting. The two approaches use radically different methods for collecting relevant information for developing the project budget and hence can potentially lead to completely different results.
