• Bullock text: Chapter 2 (pp. 25-35)
  Chapter 2 of the Bullock text helps us to understand the host of studies and broad-sweeping measures to counter the specter of terrorism that had been considered, evaluated, and implemented prior to 9/11. Sadly, these efforts were in vain in preventing the event that occurred on September 11, 2001.
