Lesson 3: Developing Project Proposals
Journal Entry 3.1: QBS and Best Value Processes
Stop, Think, and Reflect—Journal Entry 3.1
Answer the following questions before moving on to the rest of this course to realize the full potential impact of these assignments:
- First, be sure you have read the three articles that have mentioned the qualifications-based selection (QBS) process. The first was in the last lesson by James Hegarty (2011) “How to Develop and Evaluate an Engineering Services Proposal.” The second one was by Cal Harrison: “How Bad Can It Be?” And the third was by Alleman et al. (2017): “A Comparison of Qualifications Based-Selection and Best Value Procurement for Construction Manager/General Contractor Highway Construction.” All three of these articles are linked from the course schedule.
- In your journal, discuss your opinion regarding the use of the QBS and best-value processes for proposal selection.
